I thought this might be Ansonia but he is not in my book. Figure stands 16.5" tall. Base is wood and diameter is about 7". Small crack in the wood. One of the tips of his finger may be missing on his left hand. Hard to tell. This was most likely part of an old clock and attached to an old clock as there are holes on back of his legs and top of head for attachment.
